So they cut back on expensive items like meat, and they don’t buy extras like ice cream anymore. Instead, they eat a lot of starches like potatoes and noodles.”
Maybe a better question would be “Why do poor people get stuck eating crap?”

I’m pretty sure poor people in other countries would love to get stuck eating “crap” like ice cream and whatnot.
